The only method I know is performing an entity-only recompile of the serverside map. That said, I'm not sure if NPCs can generate looping sound. If they can, perhaps a few invisible sound-effect NPCs can be created.

Thought I'd document this for other modelers to see.

I concur with Trin that the tag looked fine. It was properly rigged to rhang_tag_bone. It was seemingly slightly moved from its original position, but I didn't think that would matter, given that it's simply linked to a correctly positioned bone ...

Sounds like a tag problem to me. I'm very rusty given my time away but IIRC tags tell the game where everything is (such as your hand). Perhaps your tag is pointing in a direction that it's not supposed to be pointed.

Adding NPC spawners is possible via server-side map modifications, the same way that this is possible: https://www.youtube.com/watch?v=LOyvCcg0jh0

At one point in the video you see a blaster bolt hit the sand, that's because I added a NPC spawner that spawns raiders to add adventure to the map ...
