I think it is possible to freely move map items without too many changes, provided they are entities. Making them move in a specific way would be quite difficult though.. XP and Force points are just the same.
There is currently no order to "buy" the Force powers, but there is a limitation on the available power levels depending on the XP and Class.

Even though there are indeed "brokenSaber1" and "brokenSaber2" values in .sab files, they are completely ignored by the game.

Anyway I don't think it's worth coding this feature, because as Asphar said you can RP it easily and bind a key to the /saber command.
