I shared a copy of the following dossier of evidence to the Oversight Committee for review:
399.2: Coruscant

Padawan Vaan assisted CorSec in their investigation. After entering a warehouse, Padawan Vaan met paths with Ralderan Incelar who, at first, appeared to be a part of port authority, though the uniform was not one that customarily applied to that role.

Incelar requested Padawan Vaan leave, to which she indicated she was a member of the Jedi Order working in conjunction with CorSec and needed to ask the man questions. The Incelar gave no identification, nor proof of authority to make Padawan Vaan leave the premises. Because of this, Padawan Vaan maintained that she needed Incelar's cooperation.

Incelar became agitated and uncooperative, drawing an electrostaff style stun weapon and activating it, readying to use it on Padawan Vaan. Padawan Vaan attempted to verbally deescalate the situation, but Incelar moved threateningly towards Padawan Vaan. Padawan Vaan maneuvered to avoid a physical altercation, and continued to attempt to deescalate verbally. Incelar called in for backup and a second man in a matching uniform arrived, activating his stun baton and making threatening gestures towards Padawan Vaan.

After final warnings on both sides, an altercation ensued and Padawan Vaan activated her lightsaber. After a short bout of combat, Padawan Vaan incapacitated Incelar's backup. Incelar then made a break for it. Padawan Vaan cut off Incelar and Sergeant Ascott arrived moments later to assist with the arrest.

Just as Sergeant Ascott was about to take Incelar into custody, Senator Treychar arrived and demanded Incelar be released under his diplomatic immunity. After trading words with Padawan Vaan, in which he made overt threats to her station and safety on Coruscant, the altercation subsided and all parties went their separate ways.

Incelar's weapon matched the style of burns and blunt force trauma used to murder the man Padawan Vaan was investigating the death of. He had a previous criminal record that corroborated that actions such as this were not out of his character. Further investigations would have revealed more information and either proved Incelar's innocence or guilt, but, they were stymied indefinitely by Senator Treychar's use of diplomatic immunity - A clear case of obstruction of justice using Senator Treychar's diplomatic immunity.

399.14: Coruscant

I went back to that warehouse, now nice and full of crates again. My investigations stated he gets all of his gemstones from hotspots for species' rights violations like kessel and other mines that are loose on the rules. I figured that if I could get my hands on some manifests of these gem shipments that would tie them back to Treychar, then I’d have some leverage that I could submit to the proper authorities, maybe the Senate Judiciary committee or investigative committee.

I got all of the manifests downloaded to a memory chip and the database stated there was a crate with undisclosed contents. After planting a tracking device in the unidentified crate I left and tracked the shipment to Ord Mantell.

399.21: Ord Mantell

Following the tracker to Ord Mantell, Padawan Vaan located the crate and, after an altercation with guard droids, the contents of which were revealed to be filled with cred-chits.

This is clear and direct evidence that Senator Treychar was using the Ord Mantell warehouse to store off-the-books dark money in use for illicit deals, specifically for purchasing gemstones from Kessel for his own, personal use.

399.24 - 400.18: Kessel

Investigations on Kessel by Jedi Knight Garun Rhohellia produced evidence including Harsh treatments of several sentenced prisoners that have been assigned to excavate the gemstones in "labor camps" on Kessel. This treatment has led to several deaths reported by various sources from the labour camp due to unhumanly conditions. Previous investigations show that Senator Alorin Treychar is directly involved in extracting the gems to his own fortune. Several names from the senate have been found on a couple lists that belong to the Head Overseer of the labour camp, corroborating this previous evidence.One of the lists state that Jedi Padawan Aranna Vaan is currently observed by unknown (probably mercenary or bounty hunter) forces.

Evidence on site where beings die due to rights violations and labor camp abuses tie Treychar's name and dark money directly to this operation.

400.22: Coruscant

Padawan Vaan arrived at the Ball and met with her friend Vizla right outside. The two went in and spent some time talking before Vizla left saying she had to reapply her makeup. While she was gone, Vorin Treychar approached and introduced himself, handing Padawan Vaan a note that was ostensibly from Vizla saying she'd arranged it, saying Padawan Vaan needed to get a date.

During the course of their conversation, Padawan Vaan asked Vorin several questions about his father. Vorin said he knew Padawan Vaan, and that he wanted her to succeed but could not help. Padawan Vaan then mentioned that Alorin had most likely hired a hit man to attack her at which point Vorin stormed out of the Ball, his anger directed towards his father.

Padawan Vaan followed at a distance and came across Vorin's dead body and, over it, a wookie. She could not get a name out of the wookie but he mentioned that he had Vizla hostage and would give a kill order if Padawan Vaan did not allow him to go free and testify Alorin Treychar's innocence in court. Padawan Vaan pulled the comlink from his hands with the force and found he had not activated it at all. After a short altercation, Padawan Vaan subdued the wookie and CPD arrived on the scene to perform the arrest.

CPD informed Padawan Vaan that a Twi'lek matching Vizla's description had been found dead a few blocks away. Because the Wookie never made the call, it is safe to assume that he had already killed her before his altercation with Padawan Vaan.

The wookie assassin who killed both individuals held a life debt to Senator Treychar by his own admission, as well as attempted to use leverage over Padawan Vaan in order to force her to testify in favor of Senator Treychar directly. A copy of the voice recording of the conversation is attached below in this dossier.

Conclusion

The evidence provided here is overwhelming and more than circumstantial. It tells the story of a rogue Republic Senator who is unethically using his position and its powers for his own personal profit at the expense of literal lives that are being lost both to assassination and being worked to death in forced labor camps.

The most mild crime outlined here is obstruction of justice. The most major is conspiracy to commit murder. No matter how one looks at the evidence provided, removal from office is the only responsible action that a body designed to hold those in power accountable and to prevent the corruption of a stable and transparent democracy can take.
In my opinion...

Should the oversight committee find that no wrongdoing was done on the part of Senator Alorin Treychar, the High Council should take that into the utmost consideration while negotiating or following through on any deal with the Republic and Jedi alliance.

Between this case and the Ruun Trial, the Jedi Order will have ample opportunity to determine if the Republic is still an institution that supports the rights of all beings to live freely and without corruption in their institutions.

My recommendations are as follows...
  • That the High Council of the Jedi watch the resolution of this case very closely as it may give insight as to future relationships of the Jedi Order and its integration into the Republic proper.
