Is it possible to, while have the chat buble up, to do random talking emotes?
And will the Hands down Melee mod be included in the mods files?

chat bubbles would be great.

From my understanding, there would need to be one more emotes created that move the mouth, hand gestures, etc. but this would only work for those models who's mouths have been rigged to move. For example, the kit fisto model (my model) is rigged, while Rash's model (some strange KOTOR rip) isn't. You can tell because when you do the taunt emote the mouth will move along with whatever taunt.mp3 file you have for it.
With that, you would have to bind multiple actions to one key, and although I've never tried, I believe it might be possible. However you must go into your japlus cfg file in your japlus folder and alter it by hand, instead of ingame.
So if you're really curious, try changing your cfg file to execute an emote and initiate chat.
IMO, considering that theres actually no voice, I don't see the reason to go above and beyond for such a small change. Granted it may be nice at some point, but I'm willing to spare such detail to have the mod out earlier.

Concerning the talking emote, I've looked into it and even though there are a few talking animations, the mouth will only move when a sound comes from it (and when the model is properly made, as Alkaiser rightly said). Maybe I could just make it move randomly when the emote is running (would need client plugin though).
Anyway, I'd rather not have this emote run every time you have your chat bubble up, because obviously you are not saying anything when you're using commands, or using private chat / admin chat across the server. If I make it, it will be a standard emote with a command.
Now about the hands down thing: it's already done, but it doesn't use any special animation file like the current hands down mod for JA+. It's hard-coded to leave the hands down, but you'll need the client mod to see this improvement.
