This meeting began under the direction of Jedi Liaison Syara Vir with a briefing on the known information of the incident in question of the attack of the RSS Stargazer and RSS Indigo.

A spy aboard RSS Stargazer, codename LANCER, perished in the attack in order to protect the following information regarding crisis of deteriorating security in the Outer Rim.
  • Movement of Republic Ships being sold as information on the black market.
  • Seizures of illegal goods are increasingly circumvented by "bad actors" across the Outer Rim.
  • Number of armed instances dramatically increased within non-Republic portions of Outer Rim.
  • Hutt Space is altogether becoming unstable.
  • Increased risk opposing governments are supporting breakdown of law and order in Outer Rim.
  • Well known political figure of Utapau assassinated by unknown energy weapon that local authorities suspect to be a Lightsaber. This information was concealed by the local authorities and found by GRID.
  • Regional power struggles within Outer Rim. LANCER identified Typha-Dor and Vanqor as potential hotspots for next escalation.
  • Evidence found to suggest Hutt Space may be being used as trading ground for weapons of mass destruction potentially chemical or biological
  • LANCER referenced an incident where two unknown men were killed in Hutt underground, Nal Hutta, 466.20 after trying to purchase a chemical agent from old Fel Empire stockpiles.
Following the briefing of this information Liaison Vir encouraged the Committee to approach the meeting with intent to answer the following questions.
  • What should our response be to these intelligence reports?
  • What should our recommendations be to the Chancellor, if any?
  • Is the Republic in danger of 'losing' the Outer Rim?


The floor was opened then to each group to present their concerns - however, it was quickly deteriorating from even this early juncture. There was overlapping speaking even in attempting to begin orderly and in turns. The only piece to note here that any of the groups covered is that they largely introduced who they were and their roles within this instance to the delegation. Information covered above already or in previous reports.

As the gathering deteriorated even further to true unproductivity and little more than squabbling, Master Vaan highly suggested to Senator Peramis to call for a recess of the meeting in order for our delegation to speak more individually with the groups so we could obtain what they wished to accomplish from the meeting as well as what they would concede before reconvening to aid in their brokering of an understanding.

This advice was not immediately followed and further attempts to allow discussion instead were made. It should be noted during the collapse of civil discussion that I observed Liaison Vir and Deputy Director Arcadeus appear to remain in each other's orbit. Though this is to be expected as they are both representatives of GRID this was observed throughout the meeting as well as their appearing to silently communicate or communicate at volume my ears could not catch. I cannot articulate past this observation aside from stating I had a strong feeling of distrust and unease from both members of GRID.

Master Vaan finally intervened once more; essentially overriding Senator Peramis and insisting upon a recess before the situation worsened. It was decided between Master Vaan, Knight Helios and myself how to divide us among the groups during this recess. With Master Vaan's past military experience it was deemed she oversee the members of the Republic Military present. I requested myself to oversee the group of Senators as I felt my diplomacy background lent better to this group than the other two. Master Helios convened with members of GRID.

Though we did reconvene after this recess together to go over what we learned, I will direct inquiries and requests of information about either the Republic Military group or members of GRID to Master Vaan and Knight Helios respectively since I did not deal with either group directly.

During this recess, I spoke with all Senators present. Initially, I spoke with Senator Besuma individually as he had removed himself from the rest of the Senators gathered together (as well as the other groups attending.) Senator Besuma was pessimistic for any resolve or agreement to be made, and despite my attempts to reason, refused to budge in his mindset even slightly. It was clear to me Senator Besuma had decided his stance and was unlikely to move even slightly within it. Despite this, I did gather that Senator Besuma was mainly concerned about piracy and bandit raids of supplies and transport ships. With this, I excused myself from Senator Besuma and joined the other Senators.

The other Senators were all gathered together at a small bar within the building. I greeted them as proper and attempted to ascertain from each Senator what they were most concerned about and what they were willing to concede to achieve their goal of this meeting. I did not play coy, nor mince words. I asked these questions directly, knowing the Senators are familiar with meetings such as these and are practiced in negotiation. What I learned was the Senators, despite overseeing different planets, were in agreement. The largest issue for them all was piracy and the decaying security in the Outer Rim. Though none properly conveyed to me what they would be willing to give or concede in order to get increased oversight from the Republic Military in order to get the security they sought.

In the midst of this discussion, Senator Peramis pivoted quickly before any of the Senators could give any concession. He asked me of my personal opinion of the Order joining forces with the Republic in overseeing military operations - in particular on Duneeden. He prefaced this question with stating he knew I could not speak for the Order - despite this I reiterated this information clearly. I stated I could not speak for the Order nor the Council in any fashion. Nor would I. Senator Peramis insisted I answer with my opinion after acknowledging this fact once more. I told Senator Peramis what he spoke of was a large endeavor, a topic not to be taken lightly, and that I could not give him an agreement or disagreement. He had proffered "pros" of this to me and I acknowledged these benefits but reminded the Senator that there would also be "cons" to every "pro". I would be remiss to merely give a yes or no answer to a complicated matter and refused to do so.

I am aware the Council is in possession of the Duneeden Senator's proposal for this topic but find it prudent I include this in this summary despite it's indirect nature to the specificities of this meeting. When we returned to Duneeden we did briefly discuss the happenings with Councilor Mirkal and he ventured this was a test of Senator Peramis that I had given the correct answer to. Though I'm inclined to agree, a piece of me also believes Senator Peramis knows my rank of Padawan, where I stand within our Order, yet hoped I would blindly agree among the other Senators. I do not know how much the other Senators know of the Order, if they would understand my ranking or only have seen an approval from a Jedi. Something makes me suspect the latter and that this was reason for Senator Peramis to hope I would merely give to the pressure of a Senator pressing a topic, and the direction he wished it to go. Hoping to show his other Senators he already had the Order agreeing to his plans in order to also draw them in to his position.

Returning to the actual meeting of the Committee at hand. Our delegation reconvened outside the main meeting area to share what we each had learned and attempt to find common ground with which we could propose to the Committee a solution that they all could agree to to end this meeting with.

Master Helios did mention getting similar feelings from the members of GRID as I had. I would encourage further questions on this be directed to Knight Helios as I previously stated, I struggle to articulate it beyond the feeling of distrust.

Master Vaan acknowledged this unease but encouraged we remain on our task as mediators and reaching the agreement. We came to realize the common ground was issues of security within the Outer Rim and believed if we proposed to the Committee a combined force of the Republic and GRID oversee border forces that it would assuage all parties.

Before we could return to the meeting room and offer this solution, there was a commotion from inside. We returned to find GRID Deputy Director Arcadeus face down on the floor. Master Vaan medically assisted the Director while Master Helios removed Admiral Hedsard from the meeting place. We learned that apparently while our delegation was convening outside the meeting room, Director Arcadeus made a derogatory comment about Admiral Hedsard's recently deceased son, to which the Admiral had punched the Deputy Director in the face.

This display, unfortunately, solidified to the Senators that this meeting was a waste of their time and that no accord could be reached. They began to exit the meeting room. At Master Vaan's instruction while she medically tended to Deputy Director Arcadeus, I attempted to bring the Senators back in order for us to actually reach an agreement as they were the ones who most needed to be present. However, the Senators were uninterested in listening to reason or returning to the meeting. Even at Senator Peramis' request, the other Senators refused.

Senator Peramis and I returned to the meeting room. Master Vaan had reset the Deputy Director's nose and seen to him to ensure he was comfortable and would recover in time. Shortly after, Master Helios joined us as well. Once we were convened again, we proceeded to return to our shuttle in order to return to Duneeden.

My recommendations are as follows...
  • See Master Vaan and Master Helios' summaries of their groups information.
  • Further investigate and/or monitor Typha-Dor and Vanqor as these were listed from LANCER as potential hotspots for coming issues (if possible)
  • Monitor GRID's coming actions and involvements particularly in regards to Deputy Arcadeus and Liaison Vir.
  • A further meeting of the ORSC to actually reach accord and action of proposed (and hopefully agreed upon) solution re: border security.
  • Further investigation into the potential WMD in Hutt Space
  • Further investigation into the Nal Hutta 766.20 incident's connection to the potential trade/trade routes of WMD in Hutt Space.
