I always found it difficult to be stealthy or just plain walk and crouch down stairs or over small ledges without rolling, I figured there could be a command that prevents you from doing a roll (somehow).

Unless there already is a command that prevents you from rolling that is already in the game regardless of RPmod.

You simply have to be careful. Move slowly, and be careful not to move across multiple steps in one go.

Indeed. It's realistic that one must overcome such obstacles while heading through tough terrain and what-not.
