For those than need railings, this would be good.
Of course there are times where our characters won't RP fatigue. This is because at that time, our characters may not be experiencing it. Just as much as we do not RP our characters needing to stop for a pee or to drop the kids off at the pool.
However, when it is relevant, it is advised for realism that Role Playing your character's fatigue will help set the tone of the RP.
To stop during combat for long periods of time with a chat bubble up in order to describe your character's fatigue can be inconvenient. It is at this point I agree with the system.
I think the best thing would be to meet in the middle and if the idea is actioned, I back Gabe up.
It should be a player choice.
