I used to need it for base / japlus, and still have it in my base.
99 Vehicles mod
This might fix it for you. drop it in base, if that doesn't work, put it in rpmod.
Do
NOT use this mod along with RPMod - RPMod already includes what is necessary to allow for more vehicles than Base. Putting this in your RPMod folder is likely to cause problems.
See
this post again, it should be all that is necessary to run JKA with Steam. The shortcut created by the RPMod installer will not work when using Steam.

That error means your game's probably trying to load too many vehicles but since you only have the JEDI vehicles Idk.
What's that "games" thing you've got in the base folder?

Please refrain from double or triple posting, edit your last reply instead.
Try deleting the cgamex86.dll and uix86.dll files from your "rpmod" folder.
These files will be automatically re-extracted from the RPMod-Client-Windows.pk3 when you next run the game. Make sure you still have "+set fs_game rpmod" in your Steam config for JKA, as described in the previously mentioned thread.

I'd suggest removing just the maps and skins and putting them somewhere safe for later, then un-install everything JKA, re-install it, then go through the RPmod thread, bit by bit.
That's what I did last time I had to start from scratch and it was all easy peasy.
