Will the decision of which class, be decided by the students Master, the Council, or the student himself?

Students can advance to Consular, Sentinel or Guardian.
Which they advance to needs to permission of all of the individuals you mentioned.
The student to consent to their character being changed. The Master to petition the Council to allow the student to advance. And the Council to accept the change.
This isn't really any different from how the system works right now, except that you can't just "not respond" and continue Sentinel. You'll have to make the jump from Apprentice to Sentinel if that is your desire. The 'Apprentice' class isn't schematically different from 'Sentinel' but it has a maximum level of 15 and doesn't grow from there.

The intent is to have specialization classes be after Sentinel, Guardian or Consular but not necessary in an individual's growth. They're optional choices with different templates/stats that have flavor to them. Individuals will need to be a Knight at least to attempt to get the class change to a specialist class. It's my intent that the change requires either an essay or trials or something to exhibit that the character fits the specialization.
Ultimately, the authority to decide who could or couldn't specialize, if the changes happen, would rest with the Council. I don't think everybody should be able to specialize and I certainly don't think it's something that should be taken lightly.

I was wondering, seeing how you're doing class revamps, it might be an idea to add Force Power adjustments such as consumption and 'strength' to complement them? Unless they're all good.

Are all things that I would love to change and have ideas on changing.
It was very important to me that the idea that be done here for the class system be something that could be implemented with no issues with work that I could do entirely on my own. So that people knew that
1) It could be done
2) It was ready to be done
So while I think those things are important to change, I am taking one step at a time.

I'm rather excited by the direction this project is going. I think being too powerful is boring so I completely the concept of forcing players to think rather than just act.

I am currently in the process of creating a google document that lists all of the classes and force powers, giving the information of when they unlock level 4/5 of every power.
A reminder, every class has saber offense/defense level 5 open to them from the start.
Also, all classes will have level 3 of every ability open to them at level 15. They start 'unlocking' powers at 16. (Though there will be restrictions to templates from level 1-15, all classes templates are the same from 1-15. All of them.)
EDIT: Oh, since it's a private google document I will likely just screenshot it, put it in photoshop and save it. It will be HUUUUUUUUGE so I will make a 'click to view' of it in the thread. ( I had to up my desktop to 1920 x 1200 to see it all without scrollbars )
