I want to say there were a number of planetary governments that weren't affiliated with the trading corps, probably in books and comics. Though I would imagine that many of the trade corps subjugated many worlds during the war... would those count too?

Corporations, it is. And, Azra has it right. Those are the original corporations, though more eventually joined the cause as the Confederacy of Independent States expanded.
