Change GST to match UTC

JEDI has been historically populated by US players and this has shifted over time.
Lots of organizations and entities use Coordinated Universal Time (UTC), the replacement for Greenwich Mean Time that was based in the UK, to coordinate efforts and events. With an international player base there's no reason RPMod/JEDI shouldn't as well.
As an addendum, I'm including a poll to this post to get some objective data. (I understand that time zone does not necessarily dictate active time on the servers, but it helps build a general census.)
