  • After a shuttle visited the power distribution center local power flow seems to have improved.

  • Padawan’s Sol and Wolfe entered the power distribution center and discovered that the foreman is dramatically incompetent.
  • There are many problems at the plant, some are consequences of the storms which flooded Rannon about six years ago. Such as:
    • Security software at the center had not been updated for over six years.
    • Damage to many machines and poor maintenance.
    • Infestation of at least two types of fauna which are detrimental to the machinery.
  • During the storms, the valley the power center is in was flooding. Mining crews were called to drill drainage shafts.

  • While the drilling crews were present at the power center an unknown individual infiltrated the center and placed inhibitor bolts on two generators, a coolant distributor and the main reactor.
  • When the same company was called to patch the drainage shafts, another unknown figure infiltrated the center and placed a device on the main distribution hub.
  • It is assumed that the same individual performed both infiltrations.
  • At some point, likely contemporary with the device placement, remote access was gained to the control computer system and that system is now totally compromised by outside slicers.
  • Video evidence of the sabotage was remotely deleted upon access.
  • The installed bolts seem to impair the diagnostic and reporting hardware of the machines.
  • The inaccurate reporting seems to have been used to divert significant power to an unauthorised source.
  • The attack which deleted the video evidence seems to have originated on Shi Island.

It is clear to me that some organization has executed a complex operation to divert power from the Kenzie distribution center. They have covered this diversion up with both physical sabotage and slicing of computer systems. First and foremost an investigation must be launched into the organisation which executed the diversion of power. The slicing attack seems to have originated on Shi Island. The center’s computer systems are too compromised to report the destination of the diverted power, though I strongly suspect it is the same as the origin point of the slicing attack.

In my opinion it is a wonder the plant is still functioning. The computer security systems are non-existent and the site is overrun with detrimental fauna. The largely automated nature of the plant reduces the impact of the incompetent foreman except that he is unable to deal with required maintenance functions or any non-standard events, such as computer security breach. In my opinion the plant would fare much better under the Chistori employee known as Hans. That said, the plant is functioning at sufficient capacity to power its designated areas. If the diversion of power is ended with the removal of the devices used to cover up the theft then Kenzie and the temple should return to normal function.

My recommendations are as follows...
  • URGENT: Begin immediate joint investigation with Rannon Sec forces to determine the end location of the diverted power and identity of the agents performing the sabotage and coverup.
  • URGENT: Have slicing experts regain control of the distribution center’s computer system.
  • Negotiate with Kenzie government ways in which it may be possible to facilitate the repair and refurbishment of the Kenzie power distribution center. It remains the responsibility of the Kenzie government, but we have a vested interest in the continued function of the plant.
    • I believe some form of deterrent will be required to remove the fauna infestations. High frequency supersonic emitters might be an option if there is a range that irritates the fauna and none of the workers.
  • At a point that it is feasible for the Kenzie government, suggest they review the competence of senior staff at the distribution center and consider upgrading the requirements for employment there.
