The New Galactic Republic

The New Galactic Republic
Born out of the closing of the “Attrition Wars,” the Third Galactic Republic stands as the sole remaining ‘Super-Power’ in known space.
While possessing most of the territory of the Galactic Alliance that came before it and indeed, possessing the majority of the Commonwealth territories from before the war, the formation of the Republic saw the return of the Galactic Empire and the Hapes Consortium as independent and sovereign powers, bringing the Galactic Alliance to an end.

Re: The New Galactic Republic
"The Diplomats" - Domestic focus.
Primary issues:
The turbulent situation had the potential to turn into a protracted military engagement on the scale of Vohai, but, the Republic pursued the Diplomat's legislative agenda and worked with Fel Imperial forces to blockade the planet which ended up crumbling the secessionist provisional government that had taken control, ending the conflict.
The need for conflict-avoidance harmed the Diplomats, however, in the Wyld conflict. The Republic military being a key fixture in ending the war and liberating planets from an oppressive dictatorship looks bad in the light of the Diplomats wanting to focus more on internal affairs rather than the splendor of being saviors and war-heroes to the outer rim.
"The War Hawks" - Foreign focus.
Primary Issues:
The War Hawks are true to themselves. They take contributions from military contractors, and they invest the money of their constituents into creating jobs in the industrial military machine. In fairness, what they argue does come true, increased factory jobs in their home planets that employ the people of their worlds, but, it's also assumed they make a great profit on the side as well.
Ord Biniir was a smear on their reputation. They wanted to pursue a violent and quick course of action even though the situation resolved itself with the Diplomat's siege.
The Wyld War was generally good for their party politically. They were able to source Republic fleets that valiantly punched through the Wyld lines. Were it not for the legislative agenda for the War Hawks, the war would have never resolved. That said, their proposal to conscript the homeless across Republic space and require mandatory service in exchange for payment and housing was certainly something that instilled protests across the Republic. Those who did not know anything about the Wyld conflict did gain awareness.
Now, all of this said. I want to phase these two out, or, at the very least, make them not dominant parties. I don't want things I've done prior to 'dominate' storytelling as that's against the spirit of collaboration.
So, I think we should start off reorganizing Republic internal politics and identify a few more political parties. I'm fine with dismantling these two above ENTIRELY and fragmenting them into many others, or we can keep them if people find they like the vibes.
Just as a starting off point, this is what I've been referencing in newspaper entries for the last year.
Primary issues:
- Homelessness crisis in Republic Space
- Anti-war
- Building diplomacy and relationships with the Fel Empire & other peaceful factions
- Anti-Hutt generally. Wants to limit/put sanctions on criminal cartels.

Primary Issues:
- Increase War Spending
- Law and Order rhetoric
- Acting as the Galactic Police
- Anti-Hutt generally. Wants to enforce limits on cartels/criminal organizations with military force if necessary
- Convinced Jedi diplomats that conscripting the homeless in mandatory service to fight in the Wyld war was a good idea. It was eventually struck from the bill, but, it was not a popular decision when news reached the voting public.

Re: The New Galactic Republic
Republic Organization (Working Doc)
(I've been building these concepts for the last 2 months or more now and I'm finding that rolling out an all-in-one package is untenable given the recent uptick in political roleplay and interactions with the Republic recently and the increasing number we will have on the horizon.
This document will be updated regularly so please refer back to it regularly)
Branches of Government
The Galactic Republic is a Federal Representative Democracy.
The Galactic Republic is organized by a constitution called the "New Republic Common Charter" (It is often referred to as the 'constitution' as well in common conversation.) It is a form of constitution that outlines the rules of government, allows amendments to it, and identifies protections for civil rights and liberties that the government may not infringe upon. The Charter outlines 3 Branches of the government, though, the Legislative and Executive branches are fused in the form of the Chancellor who is elected by the Senate, not directly by the people of the Republic.
Legislative Branch:
The Senate is comprised of 372 Senators who serve for 6 year terms with no term limit. Each Senator gets 1 vote on the floor of the Senate and may serve on any number of committees that they're assigned to by the President Pro Tempore of the Senate. Senators must be at least 16 years of age or older to serve.
Senate Committees, subcommittees, & short descriptions:
Passing Bills into Law: Common bills only need a simple majority of 51% in order to go to the Chancellor's desk to sign. The process of passing a bill into law is as follows:
The bill gets proposed in a committee --> if passed, the bill gets proposed to the Senate as a whole --> if passed, the bill is sent to the Chancellor --> if Chancellor signs it, it becomes law.

Executive Branch:
Led by the Chancellor who is elected by the Senate by simple majority. The Chancellor's term lasts 6 years from when they are elected, however, if they're term overlaps with a Senatorial election cycle and they do not win re-election they forfeit their position and a new election to replace them begins. A Chancellor may also be voted out of office with a vote of no confidence that, also, requires only a simple majority to pass. The Chancellor oversees a number of Departments that are designed to enforce laws passed by the Senate.
Departments & short descriptions:
Each Department has a "Secretary", or person in charge of that department. The Secretary is nominated by the Chancellor and approved/confirmed by the Senate. The Secretaries of each department also makes up the Chancellor's "Cabinet", or closest advisors. In the event of a mass emergency where the Chancellor, Vice Chancellor, and President Pro Tempore die or are otherwise rendered incapacitated, these cabinet officials are also directly in line for the Chancellorship until the end of that term.
Judicial Branch:
There are a series of courts of varying levels of Judicial Power.
The Principle Court is the most powerful court in the Galactic Republic. They rule on only cases they specifically choose. The cases they rule on relate specifically to the New Republic Common Charter and the rights and liberties guaranteed to citizens therein. The only thing that can override a ruling by the Principle Court is either a subsequent ruling doing so or a new law passed by the Senate.
Underneath the Principle Court are the "Regional Courts." There are 9 Regional Courts whose jurisdictions can be found on the map below:

The Regional Courts may choose their own cases, and the majority of cases they hear are 'appellant' cases when either the prosecutor or defendant appeal to the Regional Courts from their local court about the outcome of a given trial.
The lowest courts are Sector and System courts. These courts hear the vast majority of cases and there are millions of Judges who operate in this category.
(I've been building these concepts for the last 2 months or more now and I'm finding that rolling out an all-in-one package is untenable given the recent uptick in political roleplay and interactions with the Republic recently and the increasing number we will have on the horizon.

Branches of Government
The Galactic Republic is a Federal Representative Democracy.
Spoiler
Federal: Power is divided between a 'national' or 'upper' government that rules over the unit as a whole. In this case it's the Galactic Senate led by the Chancellor. Underneath the umbrella government are multitudes of local and regional governments. The largest unit of these is a 'sector' (Corusca sector, for example), but smaller yet are system and planetary governments.
Any law passed by the 'federal' government supersedes all local government or municipal statues, nullifying any ones that conflict with federal law.
Representative: The Galactic Republic has 372 sectors. Each sector is represented by 1 Senator that is elected for a term of 6 years (the next election year is 441. The idea of this was to be convenient and have the end of the year irl always be the end of the term and June be the end of the term for easy remembrance). Every Senator gets 1 vote in the Senate
Democracy: Decisions are made by majority vote.

Senate Committees, subcommittees, & short descriptions:
- Ways and Means
Spoiler
The committee has jurisdiction over all taxation, tariffs, and other revenue-raising measures, as well as a number of other programs including Social Security, unemployment benefits, Medicare, the enforcement of child support laws, Temporary Assistance for Needy Families, foster care, and adoption programs. - Agriculture, Nutrition, and Forestry
- Appropriations
Spoiler
It has jurisdiction over all discretionary spending legislation in the Senate. The Senate Appropriations Committee is the largest committee in the Galactic Senate, with 230 members. Basically... Ways and Means assigns the how much each area of government *CAN* spend, and Appropriations *SPENDS* it. - Armed Services
- Banking, Housing, & Urban Affairs
- Commerce, Science, and Transportation
- Energy and Natural Resources
- Environment and Public Works
- Finance
Spoiler
Specifically, the Committee exercises oversight on bills relating to the Board of Equalization, enterprise zones, vehicle license fees and taxes (estate, income, sales, property, and insurance). - Foreign Affairs
Spoiler
Is the only committee in the Senate with jurisdiction to deliberate and report treaties that have been submitted by the Chancellor for the Senate to consider. Similar to issue hearings, the committee conducts public hearings on each treaty.
Subcommittees: Republic Expansion committee - Senators who deal with requests and negotiations from world's outside of Republic Space and jurisdiction who show interest in becoming a member of the Republic. - Health, Education, Labor, and Pensions
- Homeland Security & Governmental Affairs
- Judiciary
Spoiler
Senators whose role is to oversee the Department of Justice (DOJ), consider executive and judicial nominations, and review pending legislation. Their primary responsibility is to confirm the Chancellor's appointments of Judges and Justices. - Rules and Administration
Spoiler
Congressional organization relative to rules and procedures, and Senate rules and regulations, including floor and gallery rules. - Veterans' Affairs

Fleet Composition
The Galactic Republic's Navy is split into 6 fleets, each assigned to a different geographic region that corresponds to those above that reside within Republic Space.
Each fleet's size ranges from around 100 combat ships to 250 depending on the size of their geographic region. Each fleet is subdivided into various battle groups, each containing roughly 50 combat ships. Each battle group, in turn, is divided into task forces which consists of around 10-15 combat ships. Because the Republic covers such a massive geographic amount of space, their fleets tend to be spread thin on assignments protecting trade lanes and investigating disturbances such as organized crime (piracy, smuggling, cartel activity, etc.) with individual task forces that respond to situations and call for additional support form adjacent task forces if necessary.
The fleets and their corresponding sectors are as follows:
Bolded Battle Groups hold the "Flagship" of the fleet. Bolded Task Forces hold the "Flagship" of the Battle Group. Sometimes these overlap. (For example, in the 1st fleet Battle Group Vornskr & Task Force Sapphire are both the "Flag" groups of 1st fleet, meaning that their flagship is the fleet flagship, battlegroup flagship, and task force flagship.)
Task Forces are generally made up with the following composition of ships:
Ranks of officers per unit
1st Fleet - The Core Worlds (Roughly 100 combat ships)
2nd Fleet - Northern Dependencies
3rd Fleet - New Territories
4th Fleet - Trans-Hydian
5th Fleet - Trailing Sectors + Western Reaches
6th Fleet - The Slice
Naming Conventions
Ships in each class should be named after the following criteria. This list is a living/working document, so anyone who whishes to add to it please let Aranna know and adjustments can certainly be made!
The Prefix for Republic Ship Names is RNV (Republic Naval Vessel). Example: RNV Illuminant Star
Ship Registry Numbers have a different prefix relative to where they were manufactured or if they fill a unique role in the fleet. Example: KDY-8066 (Kuat Drive Yards), CEC-1776 (Corellian Engineering Corporation), NASH-4077 (Naval Ambulatory Surgical Hospital)

So the full designation of a Nebula-Class Destroyer might be the "RNV Constitution: KDY-5902"
