Hmm, as a reply to Akalenn, I think that's already agreed upon without discussing, because the powers at four and five, although not alltogether a huge boost, still give a boost which you wouldn't see with an average student.
Also, I do think that the Council should (if not already) be allowed to actively question certain applications when notified of something that seems off from the Knight body. There is freedom in roleplay, of course, but without monitoring it, godmodding is just one step away, in my opinion.
