Sup, yes. I'm having them. Big issues.
I've tried starting the game with the shortcut, I've tried loading it normally, I've reinstalled and done all of it again, but still a majority of animations in the RPMod Pack turn up as T.

I had the same problem. There is a 'Third-Party' pack to download. It's under the information subforum.

Here it is:

(My opinion is that it should be included in the RPMod install, and/or stickied.)

That's right Kih, you can get them here:
JEDI Emotes

I would agree if only for the simplicity of it.
However Soh made it clear that the bonus Animations wouldn't be included in RPMod as they are not integral to it's functionality.
They're more a "Personalized Pack" for JEDI than an RPMod feature.
At least that's how I understood it.
Let us know if you continue to have problems Ben and we'll take it from there.

I went by downloading the basics :p
But I'd say its kind of needed, especially when people use saber stances that are exclusive to that pack and you're left there looking at someone walking around in a T.

Of course, that's the reason it was placed in the
Landing Requirements section.
RPMod boasts compatibility with Base JKA meaning that people can still connect and play in a JKA server operating with RPmod without
needing the mod.
Though of course, whether you would actually
enjoy that experience or not is another question entirely!
As for the emotes, they're subject to change meaning that if they were included in RPMod's core files, a new RPMod release would be required with each update of the emotes. That'd be a pain for sure!
