Well, either let the winner move or make the loser stay still would work. However, the way it is now... not cool.

I like Sebastin's idea of making the loser unable to move until they are hit. If you could add an alternate attack like the 'staff push animation' to exit a saber lock only at the begining though, that would be cool beans. That way you have the option of "bailing out" of a saber lock, or if you wait a couple of seconds you are stuck and commited to the lock.

That's much more believable than freezing. Though it should happen every time.
