Republic Organization (Working Doc)
(I've been building these concepts for the last 2 months or more now and I'm finding that rolling out an all-in-one package is untenable given the recent uptick in political roleplay and interactions with the Republic recently and the increasing number we will have on the horizon.

Branches of Government
The Galactic Republic is a Federal Representative Democracy.
Federal: Power is divided between a 'national' or 'upper' government that rules over the unit as a whole. In this case it's the Galactic Senate led by the Chancellor. Underneath the umbrella government are multitudes of local and regional governments. The largest unit of these is a 'sector' (Corusca sector, for example), but smaller yet are system and planetary governments.
Any law passed by the 'federal' government supersedes all local government or municipal statues, nullifying any ones that conflict with federal law.
Representative: The Galactic Republic has 372 sectors. Each sector is represented by 1 Senator that is elected for a term of 6 years (the next election year is 441. The idea of this was to be convenient and have the end of the year irl always be the end of the term and June be the end of the term for easy remembrance). Every Senator gets 1 vote in the Senate
Democracy: Decisions are made by majority vote.
The Galactic Republic is organized by a constitution called the "New Republic Common Charter" (It is often referred to as the 'constitution' as well in common conversation.) It is a form of constitution that outlines the rules of government, allows amendments to it, and identifies protections for civil rights and liberties that the government may not infringe upon. The Charter outlines 3 Branches of the government, though, the Legislative and Executive branches are fused in the form of the Chancellor who is elected by the Senate, not directly by the people of the Republic.
Legislative Branch:
The Senate is comprised of 372 Senators who serve for 6 year terms with no term limit. Each Senator gets 1 vote on the floor of the Senate and may serve on any number of committees that they're assigned to by the President Pro Tempore of the Senate. Senators must be at least 16 years of age or older to serve.
Senate Committees, subcommittees, & short descriptions:
- Ways and Means
The committee has jurisdiction over all taxation, tariffs, and other revenue-raising measures, as well as a number of other programs including Social Security, unemployment benefits, Medicare, the enforcement of child support laws, Temporary Assistance for Needy Families, foster care, and adoption programs.
- Agriculture, Nutrition, and Forestry
- Appropriations
It has jurisdiction over all discretionary spending legislation in the Senate. The Senate Appropriations Committee is the largest committee in the Galactic Senate, with 230 members. Basically... Ways and Means assigns the how much each area of government *CAN* spend, and Appropriations *SPENDS* it.

Specifically, the Committee exercises oversight on bills relating to the Board of Equalization, enterprise zones, vehicle license fees and taxes (estate, income, sales, property, and insurance).
- Foreign Affairs
Is the only committee in the Senate with jurisdiction to deliberate and report treaties that have been submitted by the Chancellor for the Senate to consider. Similar to issue hearings, the committee conducts public hearings on each treaty.
Subcommittees: Republic Expansion committee - Senators who deal with requests and negotiations from world's outside of Republic Space and jurisdiction who show interest in becoming a member of the Republic.

Senators whose role is to oversee the Department of Justice (DOJ), consider executive and judicial nominations, and review pending legislation. Their primary responsibility is to confirm the Chancellor's appointments of Judges and Justices.
- Rules and Administration
Congressional organization relative to rules and procedures, and Senate rules and regulations, including floor and gallery rules.
- Veterans' Affairs
Representatives: There are a countless number of Representatives in the Senate. A primarily ceremonial role, a Representative represents a specific planet or star-system's voice in the Senate. Representatives may not vote, nor sit on any committees. They may, if recognized by the acting "President of the Senate" (Chancellor, Vice Chancellor, or President Pro Tempore), speak to the Senate as a whole and propose legislation.
Passing Bills into Law: Common bills only need a simple majority of 51% in order to go to the Chancellor's desk to sign. The process of passing a bill into law is as follows:
The bill gets proposed in a committee --> if passed, the bill gets proposed to the Senate as a whole --> if passed, the bill is sent to the Chancellor --> if Chancellor signs it, it becomes law.

Executive Branch:
Led by the Chancellor who is elected by the Senate by simple majority. The Chancellor's term lasts 6 years from when they are elected, however, if they're term overlaps with a Senatorial election cycle and they do not win re-election they forfeit their position and a new election to replace them begins. A Chancellor may also be voted out of office with a vote of no confidence that, also, requires only a simple majority to pass. The Chancellor oversees a number of
Departments that are designed to enforce laws passed by the Senate.
Departments & short descriptions:
Each Department has a "Secretary", or person in charge of that department. The Secretary is nominated by the Chancellor and approved/confirmed by the Senate. The Secretaries of each department also makes up the Chancellor's "Cabinet", or closest advisors. In the event of a mass emergency where the Chancellor, Vice Chancellor, and President Pro Tempore die or are otherwise rendered incapacitated, these cabinet officials are also directly in line for the Chancellorship until the end of that term.

Judicial Branch:
There are a series of courts of varying levels of Judicial Power.
The Principle Court is the most powerful court in the Galactic Republic. They rule on only cases they specifically choose. The cases they rule on relate specifically to the New Republic Common Charter and the rights and liberties guaranteed to citizens therein. The only thing that can override a ruling by the Principle Court is either a subsequent ruling doing so or a new law passed by the Senate.
Underneath the Principle Court are the "Regional Courts." There are 9 Regional Courts whose jurisdictions can be found on the map below:
The Regional Courts may choose their own cases, and the majority of cases they hear are 'appellant' cases when either the prosecutor or defendant appeal to the Regional Courts from their local court about the outcome of a given trial.
The lowest courts are Sector and System courts. These courts hear the vast majority of cases and there are millions of Judges who operate in this category.
